Again over time dominant shrubs have grown and cover much of the ground surface.  They remove much of the light from the ground.

 

The shrubs in the photo are Coast Tea Trees (Leptospermum laevigatum).

 

Like most Tea Trees the carpet of dead leaves have an  allelopathic effect which means that is its decaying leaves produce a chemical that prevents or makes it difficult for other plants to  grow under it.
