Catherine Hill Bay is part of the Sydney Basin.  This was formed, beginning around 340 Ma. It is thought that a large seamount collided with the subduction zone along the coast and bent the land into a large Orocline.

 

The land on either side of the seamount was pulled apart and sank forming the Sydney, Gunnedah and Bowen Basins. Ferguson (2019)
